The 4913988 is a Cummins EFC-series electronic speed governor configured for Normally Closed (NC / 常闭式) EFC actuators. It is optimised for NTA855, LTA10, and MTA11 engines where the actuator spring-defaults to the fuel-rich position and the governor must actively pull it away.
